  • Bathroom facilities — washbasin, shower or bath, and connected hot and cold water
  • Kitchen and laundry — a cooking and food preparation area, sink, stovetop, and a laundry water connection where applicable
  • Electrical safety — a modern switchboard with circuit breakers and safety switches (RCDs)
  • Heating — a fixed, energy-efficient heater in good working order in the main living area
  • Security — functioning external door locks (deadlocks) and window latches
  • Lighting and ventilation — adequate natural or artificial light and ventilation in every habitable room
  • Structure — sound walls, roof and floors, free from mould and damp
  • Toilets, vermin-proof bins and window coverings — including cord anchors on corded blinds and curtains to prevent looping

Why it’s required

Every rental property must meet all 15 minimum standards from day one.

Victoria's rental minimum standards set out 15 categories covering safety, amenity, structure and essential services. The property must meet every one of them on the day a new tenancy begins.

If a standard is not met, the renter can request an urgent repair, and rental providers cannot contract out of the obligation.

The minimum standards sit alongside the ongoing compliance checks — smoke alarms annually, electrical and gas every two years. We assess the property against all 15 categories, and can bundle the separate checks into the same visit so everything is done in one call-out.

What’s coming

New energy efficiency standards are coming.

Coming 2027
  • From 1 March 2027, new minimum energy efficiency standards start phasing in for Victorian rental properties, on top of the existing 15 minimum standards.
  • They cover six areas: heating, cooling, hot water, shower heads, ceiling insulation, and draughtproofing.
  • Most apply when an existing appliance fails and needs replacing, or at the start of a new tenancy — not immediately for working appliances.
  • Cooling becomes mandatory for every rental property by 1 July 2030, regardless of lease status.
  • Draughtproofing starts from 1 July 2027 (later than the March 2027 date for the other standards), and requires a gas safety check first if the property has gas appliances.
  • Discounts are available through the Victorian Energy Upgrades program to help with upgrade costs.

None of these apply today — but they will. Planning ahead now means you can spread upgrades across your maintenance cycle instead of scrambling at tenancy change. We can assess which systems in your properties will be affected and bundle the work with your existing Guardian visits.
